Message from The General Secretary

Colleagues, as we approach year end it is appropriate that we review the challenges and activity of the past year.

The first few months of this year were dominated by the impact of the HSE Pay and Numbers Strategy on the delivery of Mental Health Services. In March the engagements to address this matter, under the auspices of the WRC, reached an impasse and we were left with no option but to commence industrial action from March 26th.

Following further engagement with the HSE, the industrial action was suspended on April 3rd, following agreement that the HSE would conduct a review process to ascertain the true extent of the nursing numbers required to run the mental health services.

The PNA conducted our own independent survey to ascertain the numbers required to run the mental health services and I want to take this opportunity to thank all the branch officials for their excellent work in conducting the survey with 100% response rate. We have been engaging with the HSE region by region over the past six months and expect these engagements to be concluded in the coming weeks.

We have been engaging with the HSE region by region over the past six months and expect these engagements to be concluded in the coming weeks.

It was also agreed that all 2025 graduates would be offered permanent contracts. However, while this has materialised in all regions we had to threaten industrial action on this issue in the Dublin Midlands region as HSE were reneging on this commitment. The matter was resolved shortly afterwards.

The payment of members who were in Temporary Higher Appointments was also addressed. However, I am aware that in recent months this is becoming an issue in some areas again and I would ask branch officials to contact head office if this is happening in your service so we can address the matter.

As you are aware the Public Service Agreement 2024-2026 concludes in June 2026. There are two 1% increases due in 2026, 1% or €500 whichever is greater on the 1st of February 2026 and 1% on the 1st of June 2026.

The PSA also provided for a local bargaining process whereby the employer and the unions can negotiate additional changes to pay, and or conditions of employment up to a maximum of 3% of pay cost inclusive of allowances. This fund is available in two tranches, 1% in the present pay agreement and the remaining 2% in its successor. We have been engaging on this matter for many months. This process has involved numerous costings, and we are hopeful that this matter will be concluded in the very near future.

The Mental Health Bill 2024 has gone through the Dáil and is currently in the Seanad. As you are aware the PNA submitted our concerns and observations to the Department of Health last year and we have met with a number of opposition Health Spokespersons to detail our concerns and seek their support for our position. The key areas highlighted come under the following headings.

Interpretations and Definitions including that of Mental Disorder

Issues with Consent to Treatment under the Draft Mental Health Bill while awaiting an assessment of capacity under the 2015 Assisted Decision Making Capacity Act

Involuntary admission may not meet the threshold for involuntary treatment resulting in delays to treatment whilst proceeding through the courts

Restrictive Practices

Psychosocial Assessment (PSA) and parameters of same

Authorised Officers – the expanded role

Regulations concerning care plans and the role of the Minister

Powers of the Review Board

Child and Adolescent Mental Health Services (CAMHS) and Capacity Assessments

I would urge all members to familiarise themselves with the Bill.

Looking forward, I would remind you that our Annual Delegate Conference takes place on the 16th & 17th April in the Slieve Russell Hotel, Cavan. Horatio celebrates 20 years on the 28th & 29th May in Mechelen Belgium Congress Theme Rooted. Resilient. Ready.

Fundamentals of Mental Health Nursing Driving the Future

Finally, I want to wish you all a very happy and peaceful Christmas and a prosperous new year.

PNA Branch Training

PNA Branch Officials Training 2025 Mullingar Testimonial from Paula Lawless Galway Intellectual Disability Services

This was my first experience of education and training through the PNA. I have attended I.D. nurse specific information days in the past, but nothing like this.

From the very beginning it was well organised and coordinated. The hotel was a beautiful venue.

The day kicked off with introductions and then it was straight in to learning and dissemination of information. I found it made me really question my knowledge of certain topics and I feel I will look into expanding it from now on. Every subject was relevant and interesting and well delivered. The group work and role play was beneficial and enjoyable.

The evening meal provided a chance to mingle and share experiences with each other and also to learn. It was very sociable and a lot of fun.

The second day was equally as informative and we got to start later, affording everyone a rest first.

I would like to say thank you to all involved and for being given the chance to attend

I am proud to be a member of this union.

Yours sincerely

Paula Lawless R.N.I.D/ R.C.N.

QR introduction from The Student Recruitment Committee

I, Martin Slavin, have being honoured over a number of years to nationally lead out on the above committee alongside a number of Officer Board Members and a full time official to oversee the yearly student recruitment drive nationally in conjunction with the national branch network, reaching into all nursing colleges.

The process of student recruitment both direct and indirect engagements has significantly altered with the passage of time and development of information technologies and communications, thus we as a sub-group committee and organisation must rise to the ever changing challenges that confront us, thus adaptation is ongoing to survive in this ever changing environment. Therefore it was noted that proceeding generation of students were accessing information in a very different way and therefore we must evolve to meet this challenge.

In this regard one is reminded of the immortal and insightful words uttered in the US series ‘The Sopranos’

“If things are going to a stay the same around here, there will have to be changes”

With the above in mind we must innovate to survive and develop as per student needs.

As you may have noted that from the latter quarter of 2025, we commenced the use of a QR coding system for both information and application access, this was done in conjunction with a similar access point into our general website.

It had being noted by students as a result of feedback that specific pertinent information access was cumbersome and somewhat lost in the general site, thus this development would specific ease of access to basic Q&A’s, something that other organisations were also trialling as a recruitment method over a number of years.

It was also noted that access to students was now more difficult due in large part to the vast geographical spread of clinical sites, which hindered direct personal interactions as had not being the case in the past.

Cognizant of the above, I and our committee approached Ms Sinead Brady and the communications committee to help to rectify the above, I therefore wish to thank this committee in providing support for this QR code development.

This innovation was trialled recently in DCU, when we were invited by the student union to attend a recruitment and open day for both unions and professional representative bodies, this was a first for both the committee and the organisation, which we embraced and readily agreed too.

We therefore set up our stall with an assortment of student useful items, and with liberal printout’s of our new QR coding, this was soon picked up by in great numbers by nursing students of all disciplines, who happily viewed our site and readily engaged in conversation and thereafter resulted in significant recruitment and positive feedback, such level of general interaction was unprecedented and welcomed and bodes well for future years, where we hope that this innovation which is presently only in its infancy will evolve and develop.

At this juncture I must complement and give credit to Ms Lynn Mc Donnell of The Louth/Meath committee, and Mr Padraig Shanley OB member who rose to meet the challenge on the day.

In conclusion one would hope that this level of engagement will be mirrored and enhanced as the site develops with new material and heighten our profile to meet the ever changing needs of both our student population and general members.

Yours

Martin Slavin & The Student Committee

Aisling Culhane President Represents Horatio as Global Mental Health Nursing Leaders Unite in Barcelona Spain 21–22 November 2025

A landmark summit sets the stage for a new era in mental health nursing leadership.

The summit addressed urgent global challenges in mental health nursing, including post-pandemic mental health deterioration, workforce shortages, and the erosion of leadership visibility. Mental health nurses represent 44% of the global mental health workforce, yet face systemic barriers such as limited policy recognition, diluted education models, and legislative gaps.

Main Objective:
To Establish an International Congress of Mental Health Nurses (ICMHN) to restore disciplinary self-determination, advocate for universal mental health care, and strengthen global collaboration.

Priority Themes Discussed: Through A World Café Format

Intersectoral Integration – Moving beyond biomedical models to holistic, community-based care.
Education & Development – Reforming curricula, promoting lived experience inclusion, and building academic capacity.
Workforce Expansion – Addressing shortages, retention, and leadership pathways.
Human Rights & Ethics – Trauma-informed, culturally safe, recovery-oriented care.
Technology & AI – Safe integration of digital tools and ethical frameworks.
Climate Change Response – Preparing for mental health impacts of environmental crises.
Suicide Prevention & Transformative Kindness – Innovative, person-centred approaches.
Next Steps:

Adoption of the Barcelona Declaration of Priorities.
Formation of a working party to draft terms of reference for ICMHN.
Post-summit Delphi survey to rank priorities, followed by a global communiqué in the International Journal of Mental Health Nursing.
Looking Ahead

This summit marks a turning point for mental health nursing leadership—enhancing visibility, shaping policy, and ensuring future-ready strategies for global mental health care.

While several attendees, including Associate Professor Sevil Yılmaz and Assistant Professor Özge Süküt, described the summit as “a dynamic forum addressing human rights, safe environments, and ethics”,
We have witnessed the birth of a movement — and now we will grow it…”
— Prof Rhonda Wilson, summarising consensus at the Summit and announcing the official Barcelona Declaration

Perspectives on Horatio Berlin 2025

Sincere gratitude for the opportunity to attend the Horatio Congress 2025 in Berlin, held from 15th to 17th May 2025, under the theme "Complex Mental Health Interventions." The event was both intellectually enriching and professionally inspiring, offering valuable insights into innovative practices in psychiatric nursing.

Key Highlights & Takeaways:

1. Thematic Relevance & Content Quality: The congress excelled in addressing contemporary challenges in psychiatric care, with a strong focus on evidence-based interventions for complex mental health conditions. Keynote speeches and workshops covered cutting-edge topics, including traumainformed care, integrative therapies, and the role of nurses in multidisciplinary teams.

2. Expert Speakers & Engagement: Renowned professionals shared innovative research and clinical practices, fostering thought-provoking discussions. Interactive sessions encouraged participant involvement, enhancing practical learning.

3. Networking Opportunities: The PNA Delegates Dinner (15th May) and Congress Dinner (16th May) were standout social events, offering relaxed environments for collaboration and peer connection. Attendees praised the chance to exchange ideas with international colleagues.

4. Organisation & Logistics: Smooth scheduling, accessible venues, and a well-curated program reflected meticulous planning. The inclusion of cultural elements (e.g., Berlin-themed activities) added a memorable touch.

5. Sponsorship Impact: Bursaries, such as those provided by the Psychiatric Nurses Association (PNA), enabled broader participation, particularly for early-career professionals.

Areas for Improvement: A few attendees noted that some parallel sessions overlapped, making it difficult to attend all desired talks.

Requests for more case-study-based workshops were suggested for future editions.

Final Impressions: The Horatio Congress 2025 was a resounding success, balancing academic rigor with collaborative spirit. It reinforced the critical role of psychiatric nurses in advancing mental health care globally. Special thanks to the organizers, sponsors (especially PNA Ireland), and attendees for making it a transformative experience. I would like to extend my deepest appreciation to the Psychiatric Nurses Association of Ireland for generously awarding me a bursary, which made my participation possible. The support from PNA significantly enhanced my learning experience and allowed me to contribute to and benefit from this prestigious event. Thank you once again to the organisers and the sponsoring body for facilitating such a rewarding experience. I look forward to future collaborations and opportunities to represent PNA at similar events.

The Nursing and Midwifery Board of Ireland (NMBI) has developed a draft Professional Competence Scheme (PCS) designed to support nurses and midwives in maintaining the knowledge, skills, and professional judgement required for safe and effective practice. While still awaiting enactment under Part 11 of the Nurses and Midwives Act 2011 (as amended), the PCS represents a formal framework focused on strengthening public protection and upholding the integrity of the professions. <nw:body>

What the Scheme Involves

All registrants who declare they are practising—whether in clinical care, management, education, research, or other roles requiring NMBI registration—will be expected to participate in the PCS once it becomes operational. The approach is self-directed, allowing each practitioner to identify learning needs relevant to their own area of practice. Competence, as defined in the scheme, refers not only to technical skill but also to the ability to respond to the physical, emotional, and psychological needs of the people we care for. Each practitioner remains accountable for recognising any gaps in competence and taking steps to address them.

To support ongoing learning, the PCS uses the Plan-Do-Study-Act (PDSA) Quality Improvement Tool:

Plan a learning activity

Do the activity (20 hours per year and 150 practice hours per year)

Study what you learned and how it applies

Act by incorporating the learning into practice

NMBI does not prescribe specific CPD activities. Instead, registrants may draw from a broad range of CPD Categories, that include: 1. work-based learning, 2. professional activity, 3. formal education, and 4. self-directed study.

The Code of Professional Conduct and Ethics for Registered Nurses and Registered Midwives (2025) remain a central reference point for identifying competence priorities.

What Is Happening Now

The pilot phase of the PCS began in January 2025 and will run until December 2025. It includes 37 pilotsites nationwide across all divisions of the Register. The purpose of the pilot is to test how the scheme operates in practice and to assess its application across different healthcare settings.

In January 2026, NMBI will begin a trial audit of pilot participants. The findings will inform further refinement of the PCS in advance of its planned national rollout in January 2027. Throughout 2026, NMBI will continue to focus on strengthening the scheme and engaging with key stakeholders to ensure it is practical, supportive and effective.

The first full audit of the Register is expected to take place in 2030. More detailed information is available on

https://www.nmbi.ie/Standards-Guidance/Professional-Competence-Scheme

PNA Intellectual Disability Sector

Hi everyone and a happy Christmas to all.

I would just like to outline a few achievements by the PNA in the intellectual disability sector for the past year and hopefully we will continue to move forward in the new year.

On 10/09/25 we held a successful online meeting of PNA ID branches, it had been decided to hold the meeting online to allow the maximum numbers of members to attend.

Feedback from members using online as opposed to in person meetings was very positive but we are open to using both methods in the future.

The following items were discussed in detail.

Ger Davitt: Intellectual Disability Representative PNA

Re: Upgrade of Registered Nurses, Intellectual Disability to CNM1

Length of service as RNID with the organisation. Where there is an equality of service as an RNID in the organisation, overall RNID service, more generally, will determine order by appointment.

3 years post qualified experience.

Date of implementation for this cohort shall be 1 October 2023.

These posts will be advertised and filled with the postholder remaining in-situ, on their existing work pattern. (i.e., the pattern that the RNID worked before the appointment to the CNM1 scale)

Future fillings;

The total number of upgraded posts will be ring-fenced in each employment for future filling. Any elements of the total allocated WTE, not filled in each employment after implementation of Phases 1 & 2, as well as future vacancies arising, will be filled via confined local competition, open to all qualified nurses, who meet the service requirement.

Steering Group

A steering Group, made of representatives of HSE NER, Voluntary Bodies, PNA and INMO is already established to oversee rollout and implementation of this agreement. Re: Upgrade of Registered Nurses, Intellectual Disability to CNM1

Nurses who have retired since 2022 will be included and a separate circular covering this has been issued to all ID branches.

A successful Branch Officer Training was held on 7th and 8th October 2025 and hopefully will run again in 2026.

Local bargaining clause of current pay agreement is currently been negotiated and we will keep you informed as these talks progress.

A number of successful cases have been taken by the PNA in relation to receiving paid breaks in ID services and compensation to members has been paid.

Important future issues include,

Future of ID undergraduate programme/Direct entry model.

Clarifications around use of transport in ID services

Insurance based compensation scheme for injuries at work been extended to ID services

National framework for medication management in Disability services.

We are hoping to continue to hold these meetings as we believe they are essential for building relationships, exchanging knowledge, and fostering collaboration within the RNID sector in the PNA.

The PNA plays a crucial role in advocating for the rights and interests of the RNID, ensuring safe working conditions and ultimately improving the quality of care for persons with an intellectual disability.

The PNA will continue to play a pivotal role in ensuring the well-being of both RNID nurses and those we care for. By advocating for fair compensation, safe working conditions, professional development and ethical care standards, the PNA help maintain a healthier and more effective workforce.

We hope to hold the next meeting in summer of 2026 and hope to see you all there, details will be announced later in the new year.

Let me take this opportunity to thank all our members for all their hard work and help throughout the year and wishing you a Christmas season filled with special moments, cherished memories, and a true spirit of Christmas.

Merry Christmas and a prosperous New Year!

Introducing Caroline Newman Recently Elected To the PNA Officer Board

I am privileged to introduce myself as the National Child and Adolescent Mental Health Service Representative with the Psychiatric Nurse Association. My name is Caroline Newman and I work as a Registered Advanced Nurse Practitioner with West Cork South Lee CAMHS. Locally, I am the Cork CAMHS PNA Rep. Since 2018, I have lectured on undergraduate and postgraduate nursing courses with the School of Nursing & Midwifery in University College Cork.

Working with moderate to severe mental health disorders provides me with the opportunity to utilise a variety of therapeutic approaches including Cognitive Behavioural Therapy; Medicinal Prescribing as a NMBI Registered Nurse Prescriber; Parents Plus Group facilitation; Teen Yoga as a certified instructor; EMDR and mindfulness therapies to name some. My focus is to support families to scaffold recovery from psychological distress.

This clinical background provides with me with an understanding of the challenges faced by nurses who are providing an essential service, often understaffed and under resourced. Since joining the PNA Officer Board in April 2025, I have joined the policy and motions sub-committees. I am grateful for the recent contributions made by nurses nationally while preparing feedback for the Mental Health Commission on the draft national standards for CAMHS. I am looking forward to working together on both individual and national issues arising during my term as CAMHS Rep.

Thank you for giving me this opportunity to represent you. Wishing you a happy Christmas and peaceful 2026,

Caroline Newman, MSc, MA, BSc, RANP, RNP, RPN

National Policy Framework for Adult Safeguarding in the Health and Social Care Sector

Ireland’s first National Policy Framework for Adult Safeguarding in the Health and Social Care Sector. [ https://pna.newsweaver.com/PNANewsletter/xz6zps6k0tl/external ]

This policy framework aims to expand and strengthen adult safeguarding across the health and social care sector to ensure adults at risk are safeguarded effectively against abuse and harm.

It sets out a framework of measures to empower and support people to protect themselves, to reduce the risk of abuse occurring and to ensure concerns or allegations of abuse are reported and responded to quickly and effectively.

The Government has also approved the development of legislation to underpin commitments in the policy framework.

Significant elements of the policy include:

The policy and forthcoming legislation will apply to all health and social care providers – public, voluntary and private.
An emphasis on a rights-based approach that respects the autonomy of individuals and reflects the principles of the Assisted Decision Making (Capacity) Act, 2015.
The Health Service Executive (HSE) will have responsibility for leading and coordinating adult safeguarding across the sector and will have statutory functions, duties and powers to underpin this role.
Current safeguarding structures within the HSE will be strengthened and legislation will provide that they will operate independently in the performance of their functions.
New powers of entry for safeguarding and protection teams and powers to obtain court protection orders.
The Health Information and Quality Authority’s (HIQA’s) remit will be extended to include independent oversight and monitoring of adult safeguarding services for the Health and Social care sector delivered by the HSE.
New obligations for service providers including undertaking risk evaluations, developing and publishing adult safeguarding statements and ensuring staff are appropriately trained.
The introduction of mandatory reporting in specified circumstances.
The National Independent Review Panel (NIRP) process for adult safeguarding learning reviews for serious incidents will be strengthened and placed on a statutory footing.
Strengthened cooperation between service providers and relevant state agencies.
Dedicated implementation structures will be established, including processes for engaging with experts, stakeholders and people with lived experience, and an implementation plan will be developed by the HSE to support implementation.

Nursing and midwifery leaders celebrated in sculpture at RCSI New sculptures commissioned to mark 50 years of Faculty of Nursing and Midwifery

: A new sculpture by Northern Irish artist John Rainey has been unveiled at the Royal College of Surgeons in Ireland, in recognition of the 50th anniversary of the Faculty of Nursing and Midwifery.

The abstract work, which features nursing and midwifery leaders ascending a staircase, was commissioned by the Faculty to celebrate nursing and midwifery leadership in the 21st century. As part of the initiative to mark its 50th year, the Faculty Board commissioned John Rainey, to create a total of four sculptures in honour of inspiring nurses and midwives.

The previous three feature Florence Nightingale, Elizabeth O’Farrell and Dame Peta Taaffe, the first Chief Nursing Officer for Ireland.

The main concept behind Florence Nightingale and Elizabeth O’Farrell sculptures was historical nurse and midwife leaders.

The third commission, of Dame Peta Taaffe, celebrated the Commission on Nursing and Midwifery chaired by Judge Mella Carroll and the subsequent legislation in the revised Nurses and Midwives Act 2011; the two main catalysts for major changes in nursing and midwifery.

This fourth and final piece represents the morphing of the sickness model with a modern wellness model from hospital teaching to university education. It is an abstract piece celebrating the many fearless nurse and midwife leaders of the past 10 years to the present day. It speaks to the themes of compassion, care and commitment.

Artist John Rainey was tasked with creating a work that reflects how these nursing and midwifery leaders have enhanced the profile of the Faculty of Nursing and Midwifery in RCSI, how they have transformed the professions of nursing and midwifery through their ambitious and international programmes of work and how they have enhanced societal wellbeing as pioneers of nursing and midwifery education in the developing world.

The RCSI Faculty of Nursing and Midwifery Fellowship is the highest nursing and midwifery award in Ireland. This abstract piece reflects the procession, led by the Dean, to the platform in RCSI at the Fellowship and Membership awarding ceremony each year.

Speaking ahead of the event Mary Godfrey, Dean of the Faculty of Nursing and Midwifery said: ‘The purpose of this commission is to celebrate and raise the profile of key leaders in the nursing and midwifery in the 21st century. It honours individuals who have made a monumental contribution to the development of the professions. They have built on the core values of nursing and midwifery in Ireland - compassion, care and commitment - and have accelerated progress over the last decade.’
